Change URL for NRCS AWDB datastore configuration file when NRCS changes it #161

I received the following email. We'll have to coordinate a TSTool configuration change when the NRCS makes their change. This will be a critical issue when it happens, although users will be able to do a workaround themselves.

I wanted to drop a line since I noticed you are the github repo contact for tstools. The SOAP webservice for awdb (NRCS/Snotel) will be hosted at a new domain in the next couple months and as I know many people count on tstools for Snotel ingestion to their databases (I used to work for the Upper Colorado USBR office managing their HDB instance). As far as I can tell you'll simply need to change your config file here:

https://github.com/OpenCDSS/cdss-app-tstool-main/blob/master/resources/runtime/datastores/NrcsAwdb.cfg

I wish I could give you a new url right now, but that's still slightly in the air (though it'll likely be something like https://nrcs.usda.gov/awdbWebService/services?WSDL ). So, I figure we can do one of two things I can submit a PR (either now or once we have a new url) and let you commit the changes. I can just reply to this thread with the new url and let you create the PR/commit yourself. Let me know if you have a preference, I'd hate to have this drop off my radar and have a lapse in service. We are hoping to drop the WSDL at the current domain on Oct 1 and I think given that timeline there will be very little time where both servers are running at the same time.

If you are aware of any other tools/orgs that might need to update their WSDL reference please have them contact me, and if you'd like help getting the word out to your users to either pull a new release of tstools or monkey patch the .cfg I'm happy to assist in any way I can.

Feel free to contact me in the meantime with any questions,

We've been able to ensure the WSDL remains at that url for the foreseeable future, it will likely be stable there for at least another year or two. Glad I made contact either way though, for now I'd say go ahead and close this issue. Sorry for the false alarm. And as we discussed, I'll touch base with any news if we get any traction with a REST service hosted at usda.gov or changes to the SOAP service
