Cleanup the code for 14.2.0 release. A number of changes have been made in common code including:

enhance date/time to have nanosecond precision
add NASS time series identifiers in main UI (was inadvertently removed years ago)
clean up code comments
remove DIADvisor since no longer supported

I made the changes. Close this issue. Other repositories will be updated that correspond to 14.2.0 features.
