HydroBaseWeb climate station data types - filters not working #234

Subject of the issue

From Doug Stenzel:

It TSTool 14.3, when looking at any of the Climate Station data types, the Station Name and Station ID WHERE functionality seems not to be working.

I fixed the filter to recognize "stationName" and "siteId" ("station id" is not used). This was an oversight when the climate stations were enabled.

I also enabled "Station abbreviation" (internally abbrev) in the surface water stations. This was commented out but the API does support so I enabled.

These updates will be included in the upcoming TSTool 14.5.1. I'm closing this issue.
