Subject of the issue

In working on raster graph functionality I realized that an old plugin class loader is not being used and can be removed. Other code also needs minor cleanup.

Environment

TSTool version (e.g., 14.8.0)

I removed the unneeded plugin class loader and cleaned up main TSTool classes formatting. Close this issue.
