Add way to enable/disable datastores on the command line. #270

Need a way to enable/disable datastores on the command line, in order to optimize start-up time for batch runs. For example, if processing data for a specific datastore, don't need to initialize other datastores.

The --enable-datastores and --disable-datastores command line parameters have been added. Close this issue.
