Test suite - add double quotes as needed #115

As of TSTool 14.6.0, double quotes are used around all command parameter values. The CreateRegressionTestCommandFile command and the setup and end command files need to be updated to follow this convention so that the command file to run does not complain appear to have modifications when opened in TSTool.

I added the double quotes to the create setup and end command files used to run the test suite. Close this issue.
