Fix tests for HEC-DSS #73

Need to update the HEC-DSS tests to only be run for 32-bit Java, which corresponds to TSTool < 14.0.0. Otherwise, get failures with TSTool 14.0.0 tests.

I updated the tests to use temporary files for the copy used in tests. Still need to resolve why data units are not being set properly when read. Also need to determine how to handle DSSUTL not being available for version 7 HEC-DSS files, which impacts the WriteHecDss tests. Keep the issue open.
