Need tests for writing multiple irregular time series #8

Preliminary code changes were made in cdss-lib-common-java and cdss-lib-processor-ts-java to write multiple irregular time series to files and need tests.

Now is not a good time to finalize the code so attached are files need to be added to the repo when there is time. Also, the following was deleted test/regression/commands/general/WriteDelimitedFile/Test_WriteDelimitedFile_Irregular_2TS.TSTool.
