Improve general raster graph functionality #119

The raster graph functionality needs to be improved to show a legend on the graph in order for the tool to be useful for automated testing.

I added a functional raster graph legend and RasterGraphLegendPosition property. Currently it always defaults to Right and there is no UI to edit. Therefore it needs to be added to tsp file manually, although since it defaults there is no need to do that either. Close this issue.
