CreateRegressionTestCommandFile - add double quotes as needed #187

As of TSTool 14.6.0, double quotes are used around all command parameter values. The CreateRegressionTestCommandFile and the setup and end command files need to be updated to follow this convention so that the command file to run does not complain appear to have modifications when opened in TSTool.

I updated the command to use double quotes around the expected status. Close this issue.
