This PR creates the quickstart/configs/dnsmasq/opts/ directory to prevent the following error:
Error response from daemon: failed to create task for container: failed to create shim task: OCI runtime create failed: runc create failed: unable to start container process: error during container init: error mounting "/var/lib/docker/volumes/quickstart_dnsmasq-optsfiles/_data" to rootfs at "/etc/dnsmasq/site/opts": mkdir /var/lib/docker/fuse-overlayfs/df1a7d6f0afd945e005ae026d658255e2dcfa34a0a99a44384579dde298b4eb6/merged/etc/dnsmasq/site/opts: read-only file system: unknown
An example "optsfile" is also added that corresponds to the hosts in quickstart/configs/dnsmasq/hosts/nodes-hostsfile.
