Links in instructions list open in a new tab #131

Right now the instructions for new users send them out to a new site when clicked, which means they're likely to lose their place in the list, or lose the site altogether. This should provide a better user experience.

Is this for the current site or the new site at Stagingcfc.rileychilds.net? We are launching a new site next week but I'd love to make sure we incorporate this idea.

It was intended for the current site, but would certainly apply to the new one in places, I'm sure. I hadn't seen the new one.

Closing this Pull request and marking as wontfix, the old site is cutting over to the new one on Friday, August 14th.
