wfshml: Initial map bounds #8

When there are no features or the layer is aspatial, the map initially zooms all the way in on null island. I think it would be better if the map zoomed to the full world.

Map now initially zooms to world when there are no spatial features. The extent is also generated by JavaScript instead of being passed down from Java. I'm thinking this will be better for when I try to tackle projections.
