wfshtml: Create and Move buttons #9

Get the Create and Move buttons enabling/disabling in a way that makes sense to the user and prevents the user from doing something stupid.

The buttons are working in sync now.

There still seems to be an issue with the feature selection after creating a new feature.

Gonna create a new issue for the feature selection bug. It's really a separate bug from the buttons.
