Update to 3.0.6a #1129

  1. Fix for degree symbol with NZ character set
  2. Plugin version patch number available to scripts
  3. Fix to checkForUpdates.js
  4. Fix unable to create files
  5. Clear activeLeg function when initialising console
  6. If File throws an error, delete wxFile even so
  7. Update to User Guide to include fuller details of AIS targets

Dave... does something need to happen for the plugins catalogue to include this? Last update seems to be 5th June.
