Update JavaScript_pi to v3.0.6c #1131

Changes

  1. Fix for degree symbol with NZ character set
  2. Plugin version patch number available to scripts
  3. Fix to checkForUpdates.js
  4. Fix unable to create files
  5. Clear activeLeg function when initialising console
  6. If File throws an error, delete wxFile even so
  7. Update to User Guide to include fuller details of AIS targets

At last able to build for Windows
