[URLHaus by Abuse] Add Boolean parameter for Observables. #964

Use case

Boolean parameter to create observables (True/False), in some cases where the source is trusted and auto-enrichment is set, this will help from triggering the auto-enrichment.

URLHAUS_CREATE_OBSERVABLES=true/false
