Bulk actions on users / groups / organizations to update triggers

Use Case 1 : An admin user want to add/remove existing notification triggers to a selection of users or groups or organizations [??] Use Case 2 : same thing but with the possibility to create the triggers on the fly ?

Another way to do this could be through the triggers & Digest interface. Select multiple triggers or digest, add/remove users or groups or organizations to be notified.
