Prerequisites

[x] I read the Deployment and Setup section of the OpenCTI documentation as well as the Troubleshooting page and didn't find anything relevant to my problem.
[x] I went through old GitHub issues and couldn't find anything relevant
[x] I googled the issue and didn't find anything relevant

Description

Details:

Creating artifact via the observable panel, let the user create an artifact without a file.

Whereas creating an artifact from dedicated panels does not authorize this.

Environment

OS (where OpenCTI server runs): Windows 11
OpenCTI version: 6.3.6
OpenCTI client: Front end
Other environment details: N/A

Reproducible Steps

Steps to create the smallest reproducible scenario:

Got to observable panel, create an artifact without file

Go to artifact panel, get stuck when creating an artifact without a file.

An OpenCTI artifact cannot be created without an attached file. Make it mandatory to upload a file to create an artifact.
