[Improvement] Model Provisions 0.5 - move non-core section to Risk Grid #52

The suggestion is to move the "Below is a Series of Optional Model Language Issues in Original Risk Grid Format" section to the Risk Grid (which also needs to be reformatted into a table): https://github.com/OpenChain-Project/Reference-Material/tree/master/General-Compliance-Support-Material/Risk-Grid
