Data Format is defined in section 3.3 to be SPDX. However in sections 3.5 and 3.6 we confuse Data Format (SPDX vs Cyclone DX, SWID etc) with FILE Format (Tag:Value, JSON, etc). I suggest we clear up that nomenclature issue and add a definition for file format (or whatever name the group settles on to describe the format the Data Format (SPDX) is delivered in.

As SPDX in its definitions define SPDX as a data format, it seems good to stick to that nomenclature.
