Code Signing for Windows #772

It's been a long time since I've installed anything on Windows.

Suffice to say, we should consider signing our Windows releases.

If things are code signed, you get a nice blue box: VirtualBox_Win64_07_09_2021_23_27_04

If things aren't signed, you have to jump through some hoops and then get a yellow warning: VirtualBox_Win64_07_09_2021_23_30_04
