Add an installer frontend for proprietary file format converters #481

Not all parts of @OpenChrom are open source or even redistributable. This adds a convenient GUI for end users to install the missing bits at runtime. Presently, this concerns the proprietary file format converters, but it might be extended to other types of plugins in the future.
