Having the same issue.
A quick fix is to clone the repo, then run npm install && npm I node-sass && ng serve To get to use the frontend for basic testing. Ignore the warnings.

Note: Need to install nodes-sass@4.12.0 if you have node version 12 installed.
You can simply force a node-sass rebuild, as is often necessary when a project was built with a different version of Node to the local version.
