Describe the bug When a user makes a required item relevant, it immediately alerts the user that the field is required.

To Reproduce Steps to reproduce the behavior. If applicable please include the smallest possible XLSForm or XForm (as zip or link). Xform_9_13.txt

Expected behavior The required item always has the asterisk denoting that it is required. The actual alert should only appear if the user tries to submit a form when the required field hasn't been addressed.

[x] simplify form without DN to see if that still has the issue - yes
[x] check enketo/enketo-express - no, this issue is with a customization
