Incorporation of IDE dependencies to the safplus-src debian package #170

Need to add the IDE prerequisite/dependencies to safplus-src package.

Identified and added all IDE dependencies to the safplus debian package. Uploaded wxWidgets python bindings to the Openclovis FTP server. Below are git-hub check ins for the code changes.
