Import proceeding slowly on Staging, but import of concepts stalled on Production on 1393rd concept.

It looks like the ghost of #1309 hasn't been completely put to rest yet. After importing CIEL v2023-01-26 to Production, there were 15 new duplicate SAME-AS mappings:
