Draft approach/level of effort for using Atlassian confluence for an OCL wiki #1509

We'd like to wrap our heads around what would be involved for OCL to setup and maintain a wiki, most likely using Atlassian open-source license for confluence. Depending on the level of effort involved, we may choose to not to move forward with it at this time. It would need to integrate with OCL Online SSO. Ideally we would use Atlassian Cloud to reduce devops/admin overhead, though that may not fit our requirements or be affordable.

FYI The OHIE Data Use Community is also exploring setting up an atlassian confluence wiki, so hopefully we can walk this path together

Adding this for consideration to v3 with respect to how we approach the new OCL Community Website and OCL Docs -- we need a place to develop new public documentation (e.g. requirements, how to publish a new release of CIEL, user documentation, etc.). OCL Docs is definitely the home for the API Reference (along with Swagger), but we need a place to put other stuff and to invite the community to participate in its development. This is the role that we were thinking that Atlassian might play.
