In TB, warn users that underscore not officially supported by FHIR in canonical URL or mnemonic #1874

Ideally, OCL wouldn't allow underscores in for mnemonic and canonical URL for all new content, and we provide a warning for URLs for existing content.

I haven't investigated the FHIR datatype page yet, but there may be other unsupported characters that may help inform the users on good conventions and characters to use in OCL IDs (i.e. owner ID, repo ID, and resource ID) and canonical URLs. However, underscore is a good one to focus on for now and to suggest that people change it to hyphens.
