ValueSet Expand bug? Unsure why $expand is not working #1928

OCL is not expanding this valueset, and I can't figure out why.

Note that I manually added an expansion, but it didn't affect the results, so I deleted that new expansion.

Just realized that the $expand query is bad, because it doesn't point to an org. Closing this out
