Add metadata field: shibmd:scope:#:allowed and shibmd:scope:#:regexp #20

For shibboleth SP connected to OpenConext to work with scoped attributes the following metadata fields must be added:

shibmd:scope:#:allowed (type = string)
shibmd:scope:#:regexp (type = bool) (where # = 0,1,2,3,4 or 5)
