In a default install, the Grouper web interface is not accessible: visiting https://grouper.openconext.local/grouper/populateAllGroups.do or https://grouper.openconext.local/grouper/ results in a SAML loop.

This is related to the fact that the UI of the version of Grouper we use cannot be used with Tomcat 7.
