Add coin:stepup:allow_no_token SP setting to EB push #304

This issue is imported from pivotal - Originaly created at Jul 10, 2019 by Thijs Kinkhorst

For the integration of Stepup in EB, we need a boolean setting per SP/IdP:

coin:stepup:allow_no_token

The setting has been added to OpenConext deploy: https://github.com/OpenConext/OpenConext-deploy/commit/2d699399ae36b97e1f16cd613b13a5fbe9a68d95

This should be added to the EB push.
