Remove oidc migration endpoint #342

This issue is imported from pivotal - Originaly created at Oct 7, 2020 by Bart Geesink

To migrate oidc entities to oidcng, an endpoint was created to automate this: manage/api/internal/oidc/merge

The migration is finished, the endpoint can be removed.
