Add RS to the metadata push to oidcng as RS and not RP #445

This issue is imported from pivotal - Originaly created at Mar 26, 2021 by Okke Harsta

For backward. compatibility all the RS\'s are transformed to RP\'s with isResourceServer=true and all the scopes including name, title, description. When OIDC-NG is capable of receiving both RP\'s and RS\'s and distinguishing between them then this should be removed.

As discussed: If we are going to refactor how scopes are handled, we can pick up this story again. For now it\'s working (Bart Geesink - Aug 10, 2022)
