This issue is imported from pivotal 

The Spring StrictFirewall does not allow for some characters like diacritics. See https://docs.spring.io/spring-security/site/docs/5.4.2/reference/html5/#servlet-httpfirewall-headers-parameters and https://github.com/spring-projects/spring-boot/issues/24480
