This issue is imported from pivotal 

Allow phone numbers in international notation, eg +32612345678. If no country code is provided, assume it is dutch (+31).

Our SMS-provider accepts 06nnnnnnnn and assumes the number is dutch. Let\'s not add +31 if no countrycode is provided (Peter Havekes - Jul 19, 2022)
