Also add ability to link additional private/work related email addresses to eduID.

This issue is imported from pivotal
Use case: user created eduID with name@instelling.nl and is no longer working at instelling. And now he/she cannot access their eduID (which has eduBadges).
Solution: add recovery e-mail that is not the same as the e-mail used.
Alternative solution: (in addition / only) a phone number (which can be used to recover your eduID.
