Replace the Vagrant dev-env with Docker #41

A docker-compose based substitute is now used to do development tasks. The openconext-containers php-fpm container is utilized to get a representative container.

Thanks for sharing that finding! I guess I was to modern in my ways. And as we use none of the 3.8 features, it is no problem at all to downgrade!
