Create Behat tests with example-GSSP\'s for optional prove possession step #309

When the demo GSSP\'s land in Stepup-VM the vetting procedure should be tested with the two flows. One of them should be configured in Stepup-VM in MW to skip the physical prove possession step.

https://www.pivotaltracker.com/story/show/145431123 is not required for behat tests. Added and configured two dummy GSSPs to the Stepup-VM (Pieter van der Meulen - Oct 9, 2020)
