Remove unused endpoints from Middleware #525

This issue is imported from pivotal - Originaly created at Feb 12, 2019 by bstrooband

In Middleware, there is an unused endpoint to update a given role (appoint role). this isn\'t used anymore. Also, we saw earlier in the process that there was a faulty endpoint to remove an institution from the whitelist. Presumably, there are more endpoints currently not used.

I think it\'ll be a good idea to make an inventory to see if there are more endpoints not used and could be removed to lower the commitment on supporting unused logic.
