Align development and production environments #569

This issue is imported from pivotal - Originaly created at Jul 12, 2016 by Daan van Renterghem

The development and production environments currently differ quite a bit. Ideally they would use the same setup as is done in (e.g.) OpenConext-Deploy. How and when this should be done should be discussed.
