Update JS / CSS dependencies #427

This issue is imported from pivotal - Originaly created at Aug 16, 2018 by Pieter van der Meulen

Update CSS and JS dependencies to more recent versions. E.g. Stepup-Gateway, Stepup-SelfService and Stepup-RA use twbs/bootstrap v3.2.0, which was released in june 2014.

The longer we wait, the bigger the chance that we run into browser compatibility issues or security issues, and then have to update / fix.

Updating could also help with CSP violations. See: https://github.com/OpenConext/Stepup-RA/issues/161

Note that Stepup-tiqr usees a different toolset (webpack-encore) than the other Stepup components. Ideally all Stepup components use the same toolset.

Removing the release-16 and zomersupport labels from this ticket. The Symfony upgrade is almost finished, but sadly the summer is almost finished :) No time left to address this chore at this time. (Michiel Kodde - Sep 4, 2018)
