Use the configured `usersecretstorage` storage type #138

This was previously done in a faulty manner. Where the usersecretstorage was stored in the 'regular' userstorage.

Closing this, as this became part of a greater refactor work in https://github.com/SURFnet/tiqr-server-libphp/pull/30

It was implemented in this PR: https://github.com/OpenConext/Stepup-tiqr/pull/145
