Update tiqr-server-libphp to support firebase fallback #69

Tiqr needs a fallback mechanism to support firebase as fallback notification mechanism in case GCM fails. This issue was addressed in the tiqr-server-libphp library but we also needed changes in Tiqr itself to support the new configuration option.
