Parking restrictions

Hi Steve,

The parking restrictions standard is looking great. A couple of comments:

• should there be a 'maxstay' field? I notice that it mentions converting the hourlyfee value into an hourly rate even if there are restrictions on the time to less than an hour, however, there is nothing to indicate a maximum time limit.
• also, I would recommend that 'mode' field be made a required field. At the very least it would give an indication of what the restriction is even if it is not particularly detailed. It may also be useful to include the capacity field here as well

Not so sure on this one. The problem is "required" means "if you don't include a value in this field, your dataset is worthless". I can imagine parking areas that don't really have defined capacities (eg, rural roadsides or in parks), or for some reason it may not be easy or convenient to include them. And it's really not that critical to an end user anyway - the capacity doesn't really affect your decision about whether or not to look for a park somewhere.
