This adds a formatting plugin and reformats all of the existing code. This will make sure we don't have styling inconsistencies and weird git diffs in the future. Unfortunately it results in 3132223 being a huge and ugly commit.

The .git-blame-ignore-revs makes it so git blame still shows us useful history!
