Timestamp Millisekunden #32

Der Timestamp innerhalb der Trackdaten sollte besser mit Genauigkeit von Millisekunden anstatt Sekunden in der Form von Sekunden mit 3 Nachkommastellen zur Sicherstellung der Rückwärtskompatiblität aufgezeichnet werden.

Funktion muss zuerst serverseitig implementiert werden.
