Consider renaming the project #100

@davidlenfesty would you support the renaming proposal that is currently being voted on? Shall the maximum renaming option be accepted, this project will likely have to adopt a new name.

Yeah I've been noodling it a little bit. The most likely option is just go with cyphal.rs, as that doesn't require any creativity on my part but I haven't come close to any actual ideas.

@davidlenfesty @thirtytwobits it is time to go ahead and rename the project. I believe David already has the required access privileges so please go ahead and do it unless there are objections.
