Migrate the project to Nox #63

This changeset replaces the shell scripts with Nox, adds PyLint instead of Codacy for consistency with PyUAVCAN/Yakut, integrates Black, and updates the development docs. There are no changes to the business logic whatsoever.

This changeset will enable me to continue with #23
